Figure 11 provides an overview of the companies’ assessment of the relevance of geographic sales and procurement markets. The most important sales markets are, therefore, Germany, Western Europe and Asia; it is expected that Asia and Western Europe, in particular, will gain even more importance in the future. Similar to the export rates, 94% of the companies in the field of optical technologies in biomedicine/pharmaceuticals consider the German market to be of great or very great importance. In lighting technology this number is 91%, in microsystems technology 88%, and in optical communication technology barely two-thirds. For the latter, Asia is the most important market. Overall 68% laser technology 63% lighting technology 64% optical measuring and sensor technology 63% optical technology in biomedicine/pharmaceuticals 58% optical communication technology 86% microsystems technology 46% Figure 10: Export rates of companies in 2010, measured in terms of revenue Source: TSB Innovationsagentur Berlin GmbH The most important procurement markets can be found in German-speaking countries: 90% attest to Germany being of great or very great importance as a procurement market; for Berlin-Brandenburg 48%, i.e., nearly half of the companies do this. Significant changes in these structures are not expected in the next few years; about one third of the respondents believe only Asia to have greater future significance. It is also striking that only in Berlin-Brandenburg and Germany the importance as a procurement market is larger than as a sales market. A possible reason for this may be that managing supplier relationships within the high technology sector, because of their complexity, can be easier in a legally and culturally uniform system, making it more attractive despite higher costs. Support for this hypothesis also comes from the assessment by the research facilities, represented by the gray bars. The importance of Berlin-Brandenburg as a location of cooperation partners for research facilities is rated almost as highly as the importance of the remaining German territory. Other regions are comparatively far behind. However, 78% of the facilities expect an increase in cooperative relationships with Asian partners; this entails both opportunities and risks for the location. Site evaluation The connection between research and industry plays an important role in the general assessment of the Berlin-Brandenburg location, too (see figure 12). While there is need, from a business perspective, to catch up in terms of settlements, the availability of 14

2.1 Cluster Evaluation suitable research facilities is considered very positive. The assessment by the research institutions is even more positive in all areas, although they desire a broader range of users. The strong research landscape is one of the biggest location advantages of the capital region. Add to this the concentration of many actors in a small area and their networking intensity. The following chapter provides an in-depth analysis of these factors and their impact on the cluster development.
